The lithium cell or lithium battery must have been manufactured according to a quality management program described in the transport regulations and must have successfully passed the UN Test Series 38.3 of the UN Manual of Tests and Criteria.
For example, the UN 38.3 test series simulates transport conditions such as pressure, temperature, crush, impact, short circuit, discharge, etc.
This is to ensure safety in handling and transportation. And shipping or transporting without these conditions is prohibited worldwide.
If you have decided to buy a smartphone, make sure the distributor or the manufacturer BEFORE you buy it, whether the lithium battery meets these requirements. If so, you may take the smartphone on air travel or send it as a gift.
All manufacturers, distributors or subsequent distributors (including large online retailers) are required to provide this information ON REQUEST since January 01, 2020.
They do not have to be enclosed with the goods and also do not have to be listed on the product data sheet of the device.
This makes it difficult for you as a distributor, and even more so for the buyer, to find out whether your battery has been manufactured in compliance with the regulations.
As a distributor, you often have to persistently ask the manufacturer until you get the right documents.
Refrain from buying goods where this information is not given to you correctly or where you may not receive an answer at all!
Because in principle a transport of series lithium cells and batteries is forbidden, if these two conditions are not fulfilled.
