The ADR (Agreement concerning the International Carriage of Dangerous Goods by Road) includes 52 other countries:
Albania, Andorra, Azerbaijan, Belarus, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Iceland, Ireland, Italy, Kazakhstan, Latvia, Liechtenstein, Lithuania, Luxembourg, Macedonia, Malta, Moldova, Morocco, Montenegro, the Netherlands, Nigeria, Norway, Austria, Poland, Portugal, Romania, the Russian Federation, San Marino, Sweden, Switzerland, Serbia, Slovakia, Slovenia, Spain, Tajikistan, the Czech Republic, Tunisia, Turkey, Ukraine, Hungary, Uzbekistan, the United Kingdom, and Cyprus.
Lithium cells or lithium batteries belong to dangerous goods class 9. If you need to transport or ship lithium cells and lithium batteries, there are some rules to follow in the transport regulations.
